Big players like US, EU and Japan are leveled with Asia having China as the "big-brother" leading the export and import trade rose 44% within Asia country in 2003. Big bankers are turning head and putting extra care toward Asia region, new strategies and new division specifically handle Asia and its trade partners. It's not a new trend since old school almost always recycle itself. The 70's fashion made a come back so is the "Silk Road". SEZ Association

There's total of 21 licenses of SEZ issued by the Cambodian Government. Approximately 6-7 are under construction and only 2 which actually in full operation with equipped infrastructure (Manhattan SEZ at Bavet, Boarder of Vietnam and PPSEZ). On June 25th 2009, the second meeting of SEZ Association was held at IFC meeting office where only four SEZs participated. The objective of this association is to raise concern issues of SEZ together as ONE VOICE lobby to the Cambodia Government. We are now waiting for the draft of SEZ LAW which currently under CDC-Council of Development of Cambodia, who need to release the draft for association review.

We hope that this association will improve the law and regulation of SEZ, as well as position SEZ in Cambodian as competitive and attractive as possible.

Corp Social Responsibilities

The first CSR-Corporate Social Responsibilities was held on 080809 at Kantouk commune office. Our team invited Traffic Police Trainer to educate 35 Moto-Dops on how to obey traffic law, what is the newest method used to prevent accidents and more. The activities lasted from 8am - 12pm. PPSEZ committee members and employees were there to help set up and organize the event. We will keep up the unity and participants to improve our society. We also hope that more companies will do the same.

Approval of VAT exemption

Since the beginning of Special Economic Zone, everyone assumed that incentives like VAT is exempted for export industrial as well as capital good like equipments and machinery. However, we found such incentives were not given to any SEZ.
In July 2nd, the Prime Minister approved 1. VAT-exempted for all exporting industrial for i)raw material ii)equipments and machinery iii)construction material.
2. VAT-exempted for domestic industrial for i)equipments and machinery ii)construction material.
These exempted is only a trail period up to 31 Dec 2010. The government will set up a mechanism to monitor of such transactions. I believe that the government is starting to understand how important to attract FDI with such incentives, however it is still need more improvement to shortage the process of legal frame work and more transparency.

Trip to Border Koh Kong

If your weekend trip is short and looking for adventure getaway, try taking road trip from Phnom Penh city up to Koh Kong boarder (need Thai visa to cross if you're Cambodian passport holder) take about 3.5 hours. The road condition is superb and there's no traffic jam or whatsoever.

When you arrive fill up Departure form and get to Cambodian immigration. After walking over the boarder line 100 meter, you enter Trat of Thailand, go through Thai immigration then hire a van (there's no taxi) to get a ride to bus station.

Trat holds access to Koh Chang, Thailand second largest island after Phuket. You can visit the island for outdoor activities and you don't have to wear shoes if don't feel like to. The island is full of foreigners but not too commercialize as Phuket. The boat ride take 1 hour one way cost about 220Baht. At the Bus station, you pay about $10USD to get to main street of Bangkok (like Sukumvit Rd.)The Bus stop is very convenient it drops at BTS station where you can continuous to your destination around Bangkok.

The overall experience is very fun and it can get really interesting if you're in a group or even as a couple. Comparing to Road trip to Vietnam, HCM, it is as convenient but bit higher cost.

ASEAN SUMMIT- KOREAN (JEJU ISLAND) Part 2

Opening Remark was made by Mr. Sohn Kyung Shik, Korea Chamber of Commerce & Industry. Keynote Speech follows by President Lee Myung Bak of Republic of Korea. President Lee very much encourage trading ASEAN-KOREA trading specially during this hard time. He highlighted the theme of this summit, mutual trust and turning challenges into opportunity. President Lee gave out 3 main points: I) Increase trade/investment, stopping TRADE BARRIERS to boost ASEAN-KOREA to 100billion by 2015. II) Culture exchange and Tourism. III) Strengthen GREEN GROWTH. Prior to the summit, President LEE held a private meeting with ASEAN top CEO including our Chairwoman Madam Lim. Cambodia's Prime Minister also held a private meeting between Korean top companies and his cabinet on how to attract more Korean investors into Cambodia. There were 9 Korean companies joining the meeting.
Conclusion, this summit is to enhance ASEAN-KOREAN relationship specially at this down time.

Stung Hav Port Project: Road Opening Ceremony

On March 31st 2009, Madam Lim Chhiv Ho invited Prime Minister Hun Sen to attend the road opening of Stung Hav road which was donated from her to the government. The road is 9.3 KM long linking from National Road 4, Sihanoukeville to Stung Hav. The massive attendants of 800 people were there to listen to the Prime Minister 3 Hours speech.
This project will be the next development after PPSEZ.

We attended Seminar held at Melia Hotel, Hanoi, Vietnam. This seminar is organized by ASEAN Banks and Vietnam Banks Association to help support for CLMV countries who presented their projects looking for investors. The seminar went smoothly and we able to learn much from the regional countries of their major ongoing projects. We also have the chance to visit Dai-An Industrial park which was well received by Mr. Le Anh Dung, Director of the company.

On 11th March at 2PM, PPSEZ invited Lok Chumteav Man Som An, permanent Deputy Prime Minister to listen report on difficulties which our investors are facing investing in PPSEZ. The speech was made by Madam Lim Chhiv Ho, Mr. David Sim, Mr. Uematsu Hiroshi and Lok Chumteav who will report direct issues to our Prime Minister to trigger specific issues for investors. Lok Chumteav stated that she's not person in charge for SEZ, however she'll do her best to convey the massage to our Prime Minister wherether the massage will turn into actions she will not gaurantee.

Cambodian Competing in Jessup Competition

For the first time that Cambodian Law students joining the 50th year of the Jessup competition which will be held in United State in Washington where more than 500 law schools from 80 countries will compete. "The competition is a mock trial of two fictional countries before the United Nations' International Court of Justice" noted in Phnom Penh Post. The participants are Piseth Panha, Soy Kimsan, Sreng Nearirath, Khun Sonita and Vireak Thirith who are trained by Zachary Lampell and Shona Grandy.

This is just the beginning of Cambodian young generation stepping stone into the International World of Education. I'm sure that other sectors will follow. Either win or not this team represent a show case to the world that WE'RE READY.

（柬埔寨．金邊）洪森總理周四早強調說，如果政府不能正確與及時地對危機採取應對措施，世界金融風暴的負面影響，將會是使我國經濟陷入危機的主因。

“對於柬埔寨，我們還不能評估出我國將遭受怎麼樣的負面影響。”

但是，總理說，世界金融危機會給我國造成部分危機，尤其是資金來源與私人投資額的下降，以及外國旅客人數降幅。

“成衣業、旅遊業、建築業與房地產是嚴重遭受該危機影響的領域。”

同時，總理說，我國堅固的經濟基礎會克服這次世界金融危機帶來的負面影響，該基礎包括政治穩定、社會治安與秩序、近十年所取得的9.4%年均經濟增長率，以及國家雄厚的20億美元外匯儲備金。

“雖然今年世界經濟仍在困難中，但是，政府決心完成6%的經濟增長率。”

總理表示，目前，為了保護我國所艱辛完成的成就，並且保障一個合理的經濟持續發展，政府正推行減少該危機給我國帶來影響的措施。

他說，目前，大家都尚未知道該危機會延續多久，因為這需依據世界各國領導人對危機所採取的應對措施而判定。

洪森警告說，“正確的應對措施能保障經濟快速重振旗鼓，反之，不好的應對措施將使經濟延續下降。”洪森總理是於周四上午在王家酒店主持《第三屆柬埔寨經濟論壇》時如是表示。

他說，站在上述堅固的經濟基礎上，將能創造一個有益我國發展的環境，尤其是經濟持續增長。

同時，總理相信改革將促使我國經濟穩固，可以應對短期的危機，並且加快為國家中期和長期的發展鋪路。

減少不必要支出

針對避免世界金融危機會影響我國的貨物出入口數額，以及部分新增的支出，所影響到國家財政收入一事，洪森總理指示財經部根據今年國家財政預算案，努力推動徵收稅務與非稅務的收入。

另外，總理還指示財經部減少不必要的支出，把該資金轉到直接支持經濟增長的活動。

同時，總理也指示各個政府部門緊急採取節省汽油措施，因目前汽油價格已比政府在提出國家財政預算案時所擬定的汽油價格，明顯下降。

“並且應根據目前的市場汽油價格，向各個政府部門與機構結算汽油支出。”

洪森總理還在周四早上的論壇上，呼籲各個汽油銷售商續調降汽油零售價格，並且給予合作及諒解，以向政府部門與機構出售 “合理利潤”的汽油。

加快援款到位

另一方面，洪森總理也呼籲各個在去年，政府與發展合作伙伴論壇上承諾援助我國的國家與機構，加快與我國簽署援助協議，以促使該援款盡快到位。

同時，各個政府部門也應與發展合作伙伴密切合作，以有效及高度負責精神地執行各個發展計劃。

洪森總理也指示各個相關商業的人們加強合作，我國的商業與貿易在面臨世界金融危機之際，避免雪上加霜。

金融業

洪森總理指出，目前的世界金融危機，將會繼續給我國帶來中期的負面影響。政府將會採取一系列的措施阻止與解決所給我國經濟與金融造成的影響。

他說，政府將續執行謹慎的政策，保障通貨膨脹與金融業的穩定，尤其是堅固的銀行系統。

同時，洪森也指示柬埔寨國家銀行（NBC）定時追蹤與檢查銀行業的穩健操作，並且採取各種必須的措施，保障國內商業銀行的資產與穩定。

總理透露說，隨著近期通貨膨脹的降幅，以及經濟活動對銀行貸款的需求，政府決定調降銀行儲備金，從16%降至12%。“政府將會根據國家經濟的變化，修改銀行的儲備金。”

他說，政府調降銀行儲備金至12%是為了銀行與政府一起投資更多資金到農業領域。 “我們放寬銀行儲備金，為了推動所有銀行向農業貸款。”

洪森表示，今年我國的稻谷產量豐收，輾米廠協會就面臨缺乏資金向人民購買稻谷的現象。“這是個問題，即是我所說的‘黃金已有，卻無紙包’。”

除此之外，總理還說，政府已取消銀行不能提供超過總資產15%的房地產貸款的限制。取消該限制的理由是各個銀行家已了解及懂得如何避免房地產貸款的危機。

農業

總理表示，政府將考慮農產品的生產與產品價格，尤其是加強稻谷與大米的收購、儲存與加工。今年，政府決定向農村發展銀行提供1千800萬美元的款額，與去年的1千200萬美元相比，增加了50%。

成衣業

總理表示，政府已清楚了解成衣業所面臨的問題與挑戰。過去，政府已推出一系列幫助成衣業的政策，包括稅務、簡化法律程序等。“確實，目前政府對成衣業的稅收已降至最低限度。”

“政府將續採取部分幫助成衣業的政策，包括簡化法律程序、減少成衣業的障礙與難題、成本、運輸費、尋求貸款，並且幫助協調資方與勞方的關係。”

他說，政府知道毫無競爭能力與經濟效率的成衣廠的倒閉是免不了的，只是時間上的先後差別。“因此，工人失業是政府優先考慮的問題。”

總理說，財經部與勞工部將成立一個特別的“職業技術培訓獎學金基金會”，為失業的青年與工人提供短期培訓服務。

總理稱該基金會讓失業者，為新工作與創業，甚至將來到國外工作作好準備。除此之外，通過該基金會獲得培訓的勞工名單，將會列入勞工部提供就業中心的勞工名單中，以使他們更容易獲得就業崗位。

他說，這個難關，為了保護集體的利益，資方與勞方的互相諒解是最關鍵的，尤其是工人本身更加要珍惜、保存自己的工作。

“我重新呼籲工會、工人與廠方提高互相諒解精神，為各自與國家利益著想。”

旅遊業

洪森總理說，政府會加強旅遊業短期、中期與長期的發展，保障政治、治安、社會秩序與旅客安全等應對旅遊業的衰退。

另外，總理通呼籲旅遊業者，通過調降酒店與服務費等促銷活動來吸引旅客。洪森坦誠說“目前政府是沒有能力為私營旅遊業者給予資金援助，但政府會改善遊業發展環境。”

“至於私營旅遊業者應加強競爭能力、服務效率與品質等應對旅遊業的衰退。”

New councilors must not link to Taiwan, PM warns.

Prime Minister Hun Sen has warned that district, provincial and communal councilors who will gain power from the central government through an upcoming indirect election must not link relationship with Taiwan, according to reports of local newspapers.

“The Kingdom of Cambodia has to respect the one-China policy regarding its foreign policy,” Hun Sen said yesterday during a decentralization and de-concentration forum at Chaktomouk theater in Phnom Penh, reports Kampuchea Thmey.

“Officials at all levels can celebrate Chinese New Year… but not Taiwan. Cambodian political officials are not allowed to [officially visit] Taiwan, and Taiwanese political officials will be also banned from entering Cambodia,” he claimed, considering Taiwan a province of China, writes Rasmei Kampuchea.

Cambodia will hold district, provincial and municipal councilor election in May in accordance with the decentralization and de-concentration policy in which the central government shares power with local authorities, according to Kampuchea Thmey.

To avoid confusion, Hun Sen told soon-to-be councilors that they have no rights to promote any government officials and that their foreign policies should be approved by the Ministry of Foreign Affairs before they are laid down.

According to the law on power sharing between central and local officials, the local councils can request removal of provincial and municipal officials if they are found acting against the law.

As the central government can not provide effective control over all the remote areas of the country, the local administration is formed and equipped with staff, finances and other resources, Hun Sen said, writes The Phnom Penh Post.

On Jan 07th, ASEAN Federation of Textile Industries (AFTEX) held a meeting to unite stronger front competing against China and India--ETM Volum 2 #32. Although around 85% of raw material import tax is eliminated with ASEAN countries, the remaining 15 is a big burden to manufacturers which assuming will remain till 2012.
